So after trying the Glacier Tek vest which I thought was WAY too bulky for me, I ordered an Arctic Het vest. I "charged it" in water. Put it in the washer on spin cycle and froze it. I wore it today for the first time and it was GREAT! It was low 80's with higher humidity and I wore it just doing usual things with my kids outside. Best thing was that it wasn't bulky and looks decent. Dare I say, a bit sporty! I didn't feel uncomfortable at all wearing it in public at the playground...
I really like this vest. Also, it felt comfortable for over 2 hours though at the end it was no longer frozen. I wore a thin tank under and it did get damp but I didn't mind...
